jev-client

A System One client with no runtime or HTTP stack of its own. It owns the policy (retries and budget, per-attempt timeouts, never-sent redials, request ids on every error) and reaches the world through two ports: Transport (send one request) and Runtime (time, sleep, timeout, jitter). postjevsql-pg implements them over a Postgres backend; the tests implement them with a script and a virtual clock.
