rust_test's implicit toolchains//:remote_test_execution dep has no prelude-provided no-op stub (unlike toolchains//:test's noop_test_toolchain) — this repo has no RE infra, so this is the smallest thing satisfying RemoteTestExecutionToolchainInfo for a purely local run.
