3A System One client with no runtime or HTTP stack of its own. It owns
4the policy (retries and budget, per-attempt timeouts, never-sent
5redials, request ids on every error) and reaches the world through two
6ports: `Transport` (send one request) and `Runtime` (time, sleep,
7timeout, jitter). `postjevsql-pg` implements them over a Postgres
8backend; the tests implement them with a script and a virtual clock.
